
FATF Consolidated Assessment Ratings 12/2025
Through its nine FATF-Style Regional Bodies (FSRBs), the Financial Action Task Force (FATF) coordinates a global AML/CFT network covering 205 jurisdictions. Each jurisdiction has committed, at the highest political level, to implement and uphold the FATF Recommendations.
FATF and the FSRBs conduct ongoing peer reviews to assess:
- Effectiveness – how well AML/CFT measures work in practice, and
- Technical compliance – how fully the FATF Recommendations are transposed into law and regulation.
The table titled “Consolidated assessment ratings (2014–2025 assessments)”, last updated on 23 December 2025, provides an up-to-date, consolidated overview of the ratings achieved by jurisdictions assessed in the earlier rounds of mutual evaluations, including subsequent Follow-Up Reports (FURs) 4th-Round-Ratings.
Structure and Content of the Table
Jurisdiction and Assessment Metadata
For each jurisdiction, the table identifies:
- Report type (MER, MER+FUR(s), FUR),
- Report date, and
- Assessing body (FATF or the relevant FSRB, e.g. MONEYVAL, APG, CFATF, GAFILAT, GIABA, ESAAMLG, MENAFATF, EAG).
Effectiveness Ratings (Immediate Outcomes – IO1 to IO11)
Effectiveness is assessed against 11 Immediate Outcomes (IOs), reflecting whether a country’s AML/CFT system achieves the key objectives set out in the FATF Methodology, such as:
- risk understanding and coordination,
- supervision,
- preventive measures,
- investigation and prosecution,
- confiscation, and
- international cooperation.
Ratings used:
- HE – High level of effectiveness
- SE – Substantial level of effectiveness
- ME – Moderate level of effectiveness
- LE – Low level of effectiveness
Technical Compliance Ratings (Recommendations R.1-R.40)
Technical compliance reflects how completely a jurisdiction has implemented the 40 FATF Recommendations in its legal and institutional framework.
Ratings used:
- C – Compliant
- LC – Largely Compliant
- PC – Partially Compliant
- NC – Non-Compliant
- N/A – Not applicable
Interpretation and Use
- The table provides a comparative, high-level snapshot of AML/CFT performance across jurisdictions and over time.
- It consolidates initial mutual evaluation results and subsequent follow-up outcomes, enabling visibility of progress or stagnation.
- The ratings must be read in conjunction with the full Mutual Evaluation Reports and Follow-Up Reports, as the table does not capture underlying qualitative findings, materiality, or country-specific risk context.
