European Digital Identity Wallet
The European Digital Identity Wallet (EUDI Wallet) is a core component of the European Digital Identity Framework established under Regulation (EU) No 910/2014 (eIDAS), as amended by Regulation (EU) 2024/1183. It enables natural and legal persons to securely store, manage, and present person identification data (PID) and electronic attestations of attributes in digital form.
The EUDI Wallet allows users to:
- identify themselves electronically across borders,
- selectively disclose verified identity attributes to relying parties,
- and create qualified electronic signatures or seals with full legal effect across the European Union.
For regulated entities, including financial institutions and other AML-obliged entities, the EUDI Wallet provides a harmonised, trustworthy digital identity layer that supports legally reliable onboarding, authentication, and access to digital services within the Digital Single Market.
Person Identification Data (PID) Providers
PID Providers are entities authorised to issue and supply Person Identification Data to the European Digital Identity Wallet. These providers ensure that core identity attributes—such as name, date of birth, or legal entity identifiers—originate from authoritative and trusted sources.
PID Providers play a central role in the EUDI ecosystem by:
- enabling users to onboard their verified identity into the Wallet,
- ensuring the authenticity and integrity of identity attributes,
- and supporting cross-border interoperability of electronic identification data.
For compliance-relevant use cases, PID Providers establish the foundation upon which further regulatory checks, such as AML and KYC procedures, can be built.

Wallet Providers
Wallet Providers are responsible for developing, issuing, and operating European Digital Identity Wallet solutions in accordance with the eIDAS Regulation and applicable technical standards.
Their responsibilities include:
- providing secure Wallet applications to users,
- ensuring proper implementation of security, privacy, and interoperability requirements,
- and enabling the storage and presentation of PID and electronic attestations of attributes.
Wallet Providers are critical to the operational trust of the ecosystem, as they ensure that identity data and credentials are protected against misuse, unauthorised access, and tampering.

WRPAC Providers
Wallet Relying Party Access Certificate (WRPAC) Providers issue certificates that allow relying parties to securely access and interact with European Digital Identity Wallets.
WRPACs are essential to:
- verify the authenticity and validity of Wallet interactions,
- ensure that only authorised relying parties can request identity attributes,
- and establish mutual trust between Wallet users and service providers.
In regulated environments, WRPACs contribute to auditability, access control, and legal certainty when identity data is exchanged via the EUDI Wallet.

Registrars & Registers
Registrars and Registers maintain and publish authoritative lists of parties that are entitled to rely on the European Digital Identity Wallet.
Their function includes:
- registering relying parties within the EUDI ecosystem,
- enabling verification of relying party authorisation,
- and supporting transparency and governance across the Wallet infrastructure.
For obliged entities, Registrars and Registers provide assurance that identity data is disclosed only to verified and authorised parties, supporting compliance with data protection and regulatory requirements.

Mobile Driving Licence (mDL) Providers
mDL Providers issue and manage mobile driving licences that can be stored and presented via the European Digital Identity Wallet.
These providers enable:
- digital verification of driving licence attributes,
- cross-border recognition of mobile driving licences,
- and secure disclosure of licence data to authorised relying parties.
mDLs represent a practical example of how sector-specific attributes can be integrated into the EUDI Wallet, extending its use beyond core identification into mobility, public administration, and regulated services.
