EU High-Risk Third Countries (HRTC) Based on Directive (EU) 2015/849, Article 9, the Commission is mandated to identify high-risk third countries having strategic deficiencies in their regime on anti-money laundering and countering the financing of terrorism. One of the pillars of the European Union’s legislation to combat money laundering and countering the financing of terrorism is Directive (EU) 2015/849.
